GMAT Data Sufficiency (DS) | Re: For x and y, what is the value of x?

I am not able to understand how x is only equal to 3? Both the statements are insufficient on their own and when you combine them, you get x=3 and x=-y and -y/2. Shouldn't the answer be E? X has two values here. Please help me!
