The second bolded statement concedes (which means admits the other sides' argument or basically acknowledges something that is indeed the case) that in some cases creative directors do lead software development but mentioning it as an exception and not the usual practice.

From Google/Dictionary (I think they capture the concept very well)
admit that something is true or valid after first denying or resisting it.
"I had to concede that I'd overreacted"­
