C fails because the argument doesn't rely on the idea that Arton was not prospering. So even if C were true AND it turned out that Arton was one of those who was prospering despite the high unemployment, that doesn't necessarily tell us she was any more likely to be patriotic. The argument tells us that crime was soaring and general morale was low. Does that mean she was unpatriotic? No--only if she was part of this trend toward low morale. That's where D comes in. But the premises do establish that she may have had *reason* not to feel patriotic, and these factors might affect her whether or not she was doing well financially herself.
