Isn't it supposed to be integer values less than < 500 as per question prompt?

21q + 8 < 500
21q < 492
q < 23.someting

Hence, q can take 24 values, from 0 to 23 inclusive. Consequently, 21q + 8 can also take the corresponding 24 values.
