Equating both the equations 

23p + 12 = 29Q +12

\( \frac{23}{29} p\) =Q

As\( \frac{p}{29}\) is an integer, Q is a multiple of23

Since Q is an integer. P has to be a multiple of\(29\) too. Hence Q is a multiple of both\(23\) and\(29\) and hence divisible by both. Since both\(23\) and\(29\) are in the answer choices, how have we ruled out\(29\) and chosen only\(23\) ?
