Neither are individually sufficient of course, because N can be 1/3 or 1/4 respectively, to make conditions 1 and 2 result in integers.

Once you combine them, you know N has to be divisible by both 3 and 4, and 3N and 4N have to be integers as well, so whatever primes you have in the denominator will also have to be present in the numerator, always yielding an integer.
