I simply checked how many threes can I fit in 9!:
9! = 1*2*3*4*5*6*7*8*9 = 1*2 * 3 * 4*5*(2*3)*7*8*(3*3) which represents 4 3s.
Therefore you need 4 3s in the denominator to make it a factor, which gives 3^4
