Let number of ponies be x.


Number of horse shoe ponies = 5x/6


Half of horseshoe are icelandic

5x/12

Now number of ponies has to be an integer so lowest multiple of 6 and 12 = 12.

Then number of horses will be 15.

Total minimum number

12+15 = 27.
