I am not convinced with (B). It is possible that expense for another epidemic went down and there was a dengue outbreak and its expense got absorbed.
The entire 'expense of epidemics' is an additional expense. Whether it increased or decreased in a certain year depends on how many outbreaks of all epidemics happened that year. That is my understanding of the argument.
