Each statemente alone is sufficient.
Reasoning:
1) since 28% of people waited more than 5 minutes this means that 72% waited less than 5. You now know that 20 people represents the 72% therefore you just build up a simple equation (ex. 72:20= 8:x)
2) same as above if 2:8 then you can build up an equation and discover all the distribution
