Statement 1
1. x+y+2x=27 or 3x+y=27
y=27-3x
(x,y)= (0,27), (1, 24), (2, 21), (3, 18), (4, 15), (5, 12), (6, 9), (7, 6), (8,3) or (9,0)

Also, 0<x<y<2x
Only possible value of (x,y)= (6, 9)
Number of balls in 3 groups are 6, 9 and 12

Sufficient

Statement 2
Number of balls in smallest group= 27-21=6
Number of balls in other 2 groups can be (7, 14), (8,13), (9, 12) or (10, 11)

Insufficient
