This question is easy. It may seem difficult just for its language.

Scale is normally used used in maps, models, drawing etc to show large area in a small piece of paper.
For example, if want to draw the map of CANADA in a paper, I may allocate 1inch of paper for 1 million kilometres of area.
Than, the scale would be 1:1million.

BACK TO QUESTION:
Scale 1:20 means if the city is 20 units (feet) in real world, I can allocate 1 unit (feet) in paper of the map/model/replica.

So, 289 feel in real
